It was requested in discussion at the 2014 annual meeting at Riley’s Pub on Green Lake, Wisconsin that several options be created for changes to the ISA rules.
SCORING
The first subject was scoring – Should DNF and DNC and DSQ be scored the same as they currently are?
The current scoring method for all three is the number of boats registered in any class plus one. This provides the same score for not finishing an individual race as if you had not come to the start line. There is also no penalty beyond that score for a disqualification.
Proposals for each score code: THESE ARE FOR PROMOTION OF DISCUSSION – AN AGENDA ITEM WILL NEED TO BE PUT FORWARD BY A CLUB TO GET THE MOST POPULAR OPTIONS ON THE 2015 AGENDA.
DNF = Did not finish – started the race but did not complete course at all or within time limit of ½ hour after the first boat to finish.
Option 1: Score DNF as the number of boats that started the race plus one.
Option 2: Score DNF as the number of boats that finished the race plus one.
Option 3: Leave as is.
DNC = Did not Compete – did not come to starting area or start the race.
Option 1: The number registered without the plus one.
Option 2: Leave as is.
DSQ and RAF = Disqualified and Retired after Finishing
Option 1: The number registered plus two.
Option 2: Leave as is.
ASSISTED STARTING
The second subject was the use of pushers for those old enough to need them and how the rule is currently addressed. It was pointed out that standing on the plank while being pushed might be a bit impractical for front seating Skeeter skippers who need a push.
The current rule is: 9.3 - When permitted by race committee, a skipper getting a push at starting line only must be standing on plank while being pushed.
Option 1: When permitted by the race committee, a skipper getting a push at the starting line must be standing in the cockpit when the start signal is given.
Option 2: When permitted by the race committee, a skipper getting a push at the starting line may be seated in the cockpit when the starting signal is given.
Option 3: When permitted by the race committee, a skipper getting a hold or a push at the starting line must be standing in the cockpit when the start signal is given.
Option 4: When permitted by the race committee, a skipper getting a hold or a push at the starting line may be seated in the cockpit when the starting signal is given.
NOTE: I left out the option to stand next to the cockpit, because if you could run as fast, or faster than your pusher so you could jump in on the run, you would not need one.
NOTE THAT THE CURRENT RULES ALLOW THE RACE COMMITTEE TO GRANT THE USE OF A PUSHER FOR ANY COMPETITOR WITH A LEGITIMATE NEED WITHOUT REGARD TO AGE.
ALSO NOTE THAT CURRENTLY ONLY PUSHING AND NOT HOLDING THE BOAT BACK IS ALLOWED.
AGAIN – THIS IS FOR DISCUSSION AND WILL NEED AN AGENDA ITEM BROUGHT BY A CLUB FOR 2015.
